सचिव द्वारा निकाली गयी भर्ती शासनादेश पर आधारित एनसीटीई के नियमों एवं शिक्षा के अधिकार अधिनियम के अवलोक में थी। एकल बेंच ने स्थगन इसलिये दिया था कि उसमें अनिल संत ने बाद में बीटीसी/एसबीटीसी प्रशिक्षुओं को भी शामिल कर दिया था। इनकी नियुक्ति बेसिक नियमावली के तहत होती है जिसमें नियुक्त करने का अधिकार बीएसए को है। एकल बेंच ने बीटीसी/एसबीटीसी प्रशिक्षुओं को उस प्रक्रिया से अलग कराकर उनकी नियुक्ति भी करा दी। अतः बीएसए/सचिव का विवाद ख़तम हो गया परन्तु एकल बेंच ने प्रशिक्षु शब्द के भ्रम में पुरानी प्रक्रिया को बहाल नहीं किया और सरकारी पक्ष के निर्णयों पर मुहर लगा दी।
डिवीज़न बेंच ने मामले की निर्णायक सुनवाई करते समय बाहर नोटिस चस्पा कराया कि जिनको आपत्ति हो वे आकर अपनी बात रखें। न्यायमूर्ति का मकसद था कि एकल बेंच में पुरानी प्रक्रिया पर स्थगन कराने वाला अपना पक्ष आकर रखे जिससे की उसकी समस्या स्पष्ट हो सके। कपिल यादव के अधिवक्ता को एकल बेंच में कही अपनी बात को पुनः कहना चाहिये था क्योंकि प्रथम पक्ष पुराने विज्ञापन की बहाली की लड़ाई लड़ रहा था और कपिल यादव के अधिवक्ता को पुराने विज्ञापन पर आक्रमण करना चाहिये था जिसका जवाब प्रथम पक्ष देता की सचिव/बीएसए के जिस विवाद पर तुमने स्थगन पाया था वो विवाद एकल बेंच में समाप्त हो चुका है।
कपिल देव के अधिवक्ता ने जब नये विज्ञापन के पक्ष में बोलना शुरू किया तो जज को समझते देर ना लगी कि यह सिर्फ एकल बेंच में पुराने विज्ञापन में बाधक बन रहा था और उसकी याचिका ख़ारिज मान ली और न्यायमूर्ति ने स्पष्ट रूप में आदेश में इसका जिक्र किया। इस प्रकार पुराना विज्ञापन बहाल हुआ एवं नये  ज्ञापन का वजूद समाप्त हो गया। अगर कोई पक्ष सर्वोच्च अदालत जायेगा तो इन विषयों पर न्यायालय गंभीरता से अध्ययन करेगा तदुपरांत फैसला आयेगा। डिवीज़न बेंच ने प्रशिक्षु शब्द मात्र से विज्ञापन रद्द करने पर आपत्ति जतायी । धांधली के आरोप को भी ख़ारिज करते हुये शानदार फैसला सुनाया जिससे कि पुराना विज्ञापन शानदार तरीके से बहाल हो गया। रमाबाई नगर पुलिस भी अब मानसिक रूप से जब्त दस्तावेज लौटाने की तैयारी कर रही है। दस्तावेज प्राप्त होने के बाद यूपी माध्यमिक शिक्षा परिषद टैबुलेशन रजिस्टर तैयार करेगी। सुप्रीम कोर्ट में जाने वाले पक्ष को लग सकता है जोर का झटका। डिवीज़न बेंच के फैसले में आरटीई एक्ट का हवाला याची पक्ष के लिये निराशाजनक हो सकता है। क्योंकि डिवीज़न बेंच ने सम्पूर्ण विवाद को शानदार तरीके से हल कर दिया है।

Reservation : वंचित आरक्षित जातियों में जगी न्याय की उम्मीद

लगभग 19 साल पहले 2700 पुलिसकर्मियों की भर्ती हुई थी, जिसमें 2500 पदों पर एक जाति विशेष के लोगों की भर्ती को लेकर बावेला मचा था। विपक्ष ने इस मुद्दे को लेकर काफी हो-हल्ला किया था लेकिन बाद में यह मुद्दा ठंडा पड़ गया। वर्ष 2001 में तत्कालीन मुख्यमंत्री राजनाथ सिंह ने अति दलित एवं अति पिछड़ों को उनका हक दिलाने के लिए सामाजिक न्याय समिति का गठन किया था, जिसकी रिपोर्ट से साबित हुआ कि आरक्षण का लाभ कुछ प्रभावशाली जातियों के ही लोगों को मिल रहा है।

इलाहाबाद उच्च न्यायालय ने आरक्षण प्रक्रिया में पर्याप्त प्रतिनिधित्व पा चुकी जातियों के आरक्षण पर रोक लगाकर एक बार फिर उन लोगों की आवाज को ताकत दी है, जो आरक्षण की परिधि में रहते हुए भी उसका लाभ नहीं पा रहे हैं। न्यायालय ने यह आदेश प्रदेश में 41610 पुलिसकर्मियों की भर्ती पर आरक्षण प्रक्रिया को लेकर दिया है। न्यायालय ने सरकार को आरक्षित जातियों की नौकरी में प्रतिनिधित्व का आंकड़ा दाखिल करने का पहले ही आदेश दिया था लेकिन काफी दिनों से इसमें हीलाहवाली चल रही थी। यह पूरा मामला सामाजिक न्याय समिति की उस रिपोर्ट पर ही आधारित है, जिसमें कहा गया है कि देश में आरक्षण प्रक्रिया लागू होने के बाद से ही अनिसूचित जातियों एवं पिछड़ा वर्ग में कुछ खास जातियों के ही लोगों का वर्चस्व है और अन्य अति दलित एवं अति पिछड़े वर्ग को समुचित आरक्षण का लाभ नहीं मिल पा रहा है।


अति दलितों व अति पिछड़ों के लिए थी अलग से संस्तुति सामाजिक न्याय समिति ने आरक्षण से वंचित अनुसूचित जातियों एवं पिछड़े वर्ग की जातियों को दो वगरे में बांटकर अति दलित एवं अतिपिछड़ों को अलग से आरक्षण देने की संस्तुति की थी। अनुसूचित जातियों में चमार-धुसिया एवं जाटव जातियों की बिरादरी 55.70 प्रतिशत है लेकिन प्रमुख सरकारी पदों पर इनका प्रभुत्व 60 प्रतिशत से ज्यादा है।

वर्ष 2001 की सामाजिक न्याय समिति की रिपोर्ट के अनुसार सरकारी नौकरियों में जातीय आधार पर आरक्षण के प्रतिनिधित्व के लिए राज्य सरकार के अधीन 60 विभागों (जिसमें 166 उपविभागों एवं इकाइयों) से प्राप्त सेवायोजन के आंकड़ों का विश्लेषण किया गया। इसमें 12 लाख स्वीकृत पदों के सापेक्ष सेवायोजित 10 लाख लोकसेवकों के पदों का आकलन तैयार किया गया। आरक्षण व्यवस्था के अन्तर्गत लोकसेवा में अनुसूचित जातियों को 21 प्रतिशत, अनुसूचित जनजातियों को 2 प्रतिशत और पिछड़े वर्ग के लिए 27 प्रतिशत आरक्षण की व्यवस्था है। इसमें अनुसूचित जातियों के 21.89 प्रतिशत और पिछड़ी जातियों के 26.98 प्रतिशत पद भरे गये थे। एक दशक के बाद इन आरक्षित पदों की संख्या में बढ़ोतरी हुई है। सामाजिक न्याय समिति की रिपोर्ट में आरक्षण का लाभ पाने वाली जातियों के आंकड़े काफी चौंकाने वाले हैं। अनुसूचित जातियों में 66 जातियां हैं लेकिन 9 जातियों ने ही ज्यादातर सरकारी नौकरियों का लाभ हासिल किया। जातीय जनसंख्या के अनुपात में सर्वाधिक लाभ हासिल करने वाली अनुसूचित जातियों में खटिक 164 प्रतिशत, धोबी 122 प्रतिशत, धानुक 111 प्रतिशत, बाल्मीकि 110 प्रतिशत और चमार, धुसिया व जाटव 107 प्रतिशत पदों पर काबिज हैं। इसके अलावा कोरी 71 प्रतिशत, पासी-तरमाली 70 प्रतिशत, गोंड 58 प्रतिशत व कोल 22 प्रतिशत हैं। स्पष्ट है कि इन जातियों के वर्चस्व के कारण अनुसूचित वर्ग में आने वाली 57 अन्य जातियों के लोग अब भी आरक्षण के लाभ से वंचित हैं। इससे भी ज्यादा गहरी खाई पिछड़े वर्ग की आरक्षण सूची में है। पिछड़े वर्ग में 79 जातियां हैं लेकिन 11 जातियों में ही आरक्षण का ज्यादातर हिस्सा बंटा पड़ा है। पिछड़े वर्ग में आरक्षण का सर्वाधिक लाभ जाट बिरादरी को मिला है जो अपनी आबादी के अनुपात में 190 प्रतिशत सरकारी नौकरियों पर काबिज हैं। इसी प्रकार अहीर,यादव, यदुवंशीय, ग्वाला वर्ग के 178, कुर्मी, चनऊ, पटेल, पटनवार, कुर्मी-मल्ल, कुर्मी सैंथवार 167 प्रतिशत, हज्जाम-नाई, सलमानी-सविता-श्रीवास 97 प्रतिशत, काछी-कुशवाहा, शाक्य 91 प्रतिशत, लोध-लोधी-लोट-लोधी राजपूत, गड़ेरिया-पाल व बघेल 85-85 प्रतिशत और कहार-कश्यप 80 प्रतिशत हैं। इसके अलावा बढ़ई,शैफी, विश्वकर्मा, पांचाल, रमगढ़िया, जांगिड़, धीमान, मुराव या मुराई, मौर्य, कुम्हार-प्रजापति आदि जातियां भी अपनी जनसंख्या के आधार पर ज्यादा पदों पर काबिज हैं। इस प्रकार पिछड़े वर्ग की 68 जातियां आरक्षण के लाभ से वंचित हैं




हाईकोर्ट के निर्णय का होगा विधिक परीक्षण लखनऊ (एसएनबी)। सिपाही सीधी भर्ती में आरक्षण को लेकर दिये गये हाईकोर्ट के फैसले का गृह विभाग विधिक परीक्षण करायेगा। सचिव गृह कमल सक्सेना ने बताया कि अभी तक गृह विभाग को आदेश की प्रति प्राप्त नहीं हुई है।

सिद्धार्थनगर : अध्यापकों की नई नियुक्ति के लिए टीईटी अनिवार्य की है। समायोजन प्रक्रिया में टीईटी कैसे जरूरी करार दी जाए सकती है। दो वर्षीय प्रशिक्षण प्राप्त शिक्षा मित्रों का समायोजन होना है, ऐसे में सरकार शिक्षा मित्रों को टीईटी से मुक्त करते हुए पूर्ण कालिक अध्यापक पद पर तैनाती की प्रक्रिया सुनिश्चित कराए।

उक्त बातें आदर्श शिक्षा मित्र वेलफेयर एसोसिएशन के जिलाध्यक्ष हेमंत शुक्ला ने कही। रविवार को स्थानीय बीआरसी प्रांगण में आयोजित संगठन की बैठक को संबोधित करते हुए श्री शुक्ला ने अध्यापक नियमावली 1981 में 18वें संशोधन के जरिए समायोजन निर्धारित समय अंदर पूर्ण कराने पर जोर दिया। जिला महामंत्री श्याम बिहारी चौधरी ने कहा कि प्रशिक्षण पूर्ण करने जा रहे 60 हजार शिक्षा मित्रों का जनवरी 2014 में पूर्ण कालिक शिक्षक पद पर समायोजन होना है, इसके लिए सरकार भी प्रयासरत हैं मगर बीच में किसी प्रकार व्यवधान उत्पन्न किया गया तो संगठन हर स्तर पर संघर्ष करेगा इसके लिए सभी शिक्षा मित्र तैयार रहें। ब्लाक अध्यक्ष अमीरूल्लाह ने चार माह से मानदेय भुगतान का मुद्दा उठाया जिस पर जनपदीय पदाधिकारियों अधिकारियों से वार्ता करके शीघ्र निस्तारण करने का आश्वासन दिया।

Educational Qualification: Candidates must have passed in the first or second division, the Intermediate or an equivalent Examination of a University or Board with Mathematics and at least one of the subjects Physics and Chemistry as subjects of the examination. Graduates with Mathematics and at least one of the subjects Physics and Chemistry as their degree subjects.

(1) Payment of fees via the ONLINE MODE

(i) Candidates should carefully fill in the details in the On-Line Application at the appropriate places very
carefully. Candidates are advised to verify every field filled in the application. The name of the
candidate or his /her father/husband etc. should be spelt correctly in the application as it appears in the
certificates/mark sheets. Any change/alteration found may disqualify the candidature.

In the event of the candidate not able to fill the data in one go, or wishes to cross-check it before
submitting, he/she can save the data already entered. When the data is saved, provisional registration
number and password will be generated by the system and displayed on the screen. Applicants should
note down the provisional registration number and password. Email & SMS indicating the provisional
registration number and Password will be sent. Applicants can reopen the saved data using provisional
registration number and password and edit the particulars, if needed. This facility will be available
three times only. Once the application is completely filled, applicant should submit the data by
pressing the submit button appearing on the application.

(ii) Once the application is filled in completely, candidate may click on the “SUBMIT” button at the end of
the On-Line Application format.

(iii) Before pressing the “SUBMIT” button, candidates are advised to verify every field filled in the

खुशखबरी:12,000 शिक्षकों को मिलेगा 419 करोड़ एरियर

बोर्ड अब अन्य खाली पदों पर भी नए सिरे से नियुक्ति प्रक्रिया शुरू करने जा रहा है। बोर्ड ने निर्णय लिया है कि अब नई नियुक्तियां ऑनलाइन आवेदन के जरिए की जाएंगी। शासन से ऑनलाइन आवेदन की अनुमति मिलते ही विज्ञापन जारी किया जाएगा।

प्रधानाचार्यों की नियुक्ति इंटरव्यू के जरिए होगी। वहीं, प्रवक्ता और सहायक अध्यापक पद के लिए लिखित परीक्षा होगी।

बोर्ड ने यह भी तय किया है कि प्रवेश परीक्षा के दौरान ओएमआर शीट की एक प्रति अभ्यर्थी को दी जाएगी। रिजल्ट के साथ ही आंसर की भी बोर्ड की वेबसाइट पर जारी की जाएगी, ताकि अभ्यर्थी उससे मिलान कर सकें।

Upper Primary Teacher Recruitment UP : 40 वर्ष वाले अभ्यर्थियों को तोहफा

शिक्षक भर्ती आवेदन के लिए अंतिम तिथि अब 11 अक्तूबर तक
इलाहाबाद (ब्‍यूरो)। परिषदीय विद्यालयों में गणित और विज्ञान के 29 हजार पदों के लिए आवेदन करने का इंतजार कर रहे 40 वर्ष की आयु वाले अभ्यर्थी भी अब आवेदन कर सकेंगे। यह अभ्यर्थी शिक्षक भर्ती के लिए मंगलवार से आवेदन कर सकेंगे। हाईकोर्ट के आदेश के बाद सरकार 40 वर्ष तक की आयु वाले अभ्यर्थियों को आवेदन करने की अनुमति दे दी है। फार्म भरने के लिए पंजीकरण प्रक्रिया मंगलवार से शुरू हो जाएगी। नौ अक्तूबर तक ई-चालान जमा होगा। 11 अक्तूबर तक आवेदक फार्मों को पूर्ण रूप से जमा कर सकेंगे।
शिक्षक भर्ती में आयु सीमा 35 के बजाए 40 वर्ष करने की मांग अभ्यर्थी आवेदन प्रक्रिया शुरू होने के साथ ही कर रहे थे। आवेदकों का कहना था कि उन्होंने टीईटी 2011 में ही पास कर ली थी। मगर भर्तियां नहीं निकाली गई। इस कारण ओवरएज हो गए। बेसिक शिक्षा परिषद सचिव ने इस संबंध में शासन को प्रस्ताव भेजा था, लेकिन स्वीकृति नहीं मिली। इसी बीच छात्रों ने हाईकोर्ट में याचिका दाखिल कर दी। कोर्ट ने 40 वर्ष तक के छात्रों से आवेदन लेने के निर्देश दे दिए। बेसिक शिक्षा परिषद सचिव संजय सिन्हा का कहना है कि 40 वर्ष तक आयु सीमा वाले आवेदकों के साथ ही वे छात्र भी आवेदन कर सकेंगे, जो 30 सितंबर तक आवेदन नहीं कर पाए हैं।

GSECL VIDYUT SAHAYAK JUNIOR ENGINEER RECRUITMENT THROUGH GATE-2014

Gujarat State Electricity Corporation Limited is a Power Generation Company of erstwhileGujarat Electricity Board having Power Stations at different locations with installed capacity 5508 MW. ELIGIBILITY:

Age: Minimum 18 yrs. & Maximum 28 yrs. as on 01/09/2013.

Essential Qualification:

Matriculation with Three year’s full time Diploma in Engineering in any of the following disciplines from an Institute recognized by State / Central Govt. : Metallurgy for OCT-Metallurgy; Electrical for OCT-Electrical; Mechanical or Mechtronics for OCT-Mechanical/Mechtronics; Computer Science/IT for OCT-Computer Science or IT; Electronics for OCT-Electronics and Instrumentation for OCT-Instrumentation.

Candidates appearing for final examination are also eligible provided they should be able to produce Diploma/Marksheets clearly showing that they had passed the examination at the time of interview. Otherwise, they will not be permitted to participate in the interview.


Training & Probation:
Candidates selected for the above posts will be required to undergo, on the job training, for a period of 02 (two) years. On successful completion of two year’s training period they shall be regularized in S-3 grade and shall be placed under probation of 01 year.

Consolidated Pay during training period:

During training period, a consolidated pay of ` 10,700/- p.m. during 1st year and ` 12,200/- p.m. during 2nd year will be paid. In addition, they shall be entitled for medical facility for self, spouse and dependent children and Company accommodation as per availability. After successful completion of two year’s training period, candidates will be regularized in the regular grade/ pay scale of ` 9160-3%-13150/- (S-3).

Before registering their applications on the website the candidates should possess the following:
a) Valid e-mail ID, which should remain valid for at least one year.
b) Pay in Slip for ` 250/- as application and processing fee for General and OBC candidates. SC/ST/PwD/departmental candidates to possess Pay in Slip of Rs. 50/- only as processing fee. The Pay in Slip is to be downloaded from the website after filling in the required details.
c) Candidates should have latest passport size photograph as well as photograph of signature in digital form (.jpg or .jpeg only of less than 500 kb size) for uploading with the application form. The photograph and signature should be clearly visible in the registration slip.
d) Candidates are advised to read carefully instructions for online submission of application. The same will be available in the website itself.
After applying online, the candidate is required to download the system generated Registration Slip with unique registration number and other essential details. After making payment as indicated below candidates must fill payment details in the website after log in. Only after this application process is complete.
